Sichuan Bans Domestic Map Web Sites From Linking to Foreign Maps


On January 9, 2013, the Sichuan People's Government enacted the "Measures on Map Administration" (地图管理办法). The Measures included the following provisions:
Article 31. Citizens, legal persons, and other organizations may not post any content to Internet mapping service web sites that is prohibited from being displayed by laws, regulations, or rules.
No enterprise or individual may distribute important geographic information data that has not been examined and verified in accordance with law without authorization.
Article 32. Internet mapping service enterprises shall conduct screening of all new content posted by citizens, legal persons, or other organizations on maps that have been examined, approved, and authorized.
Article 33. Internet mapping service enterprises may not upload, copy, link to, distribute, or utilize maps that have not obtained a government-issued serial number, and may not provide links to overseas Internet mapping services. 
第三十一条 公民、法人或者其他组织不得向互联网地图服务网站上传法律、法规和规章禁止表示的内容。
任何单位和个人不得擅自发布未经依法审核的重要地理信息数据。
第三十二条 从事互联网地图服务的单位,对公民、法人或者其他组织在审核批准的地图上标注上传和新增的内容,应当按照国家有关规定进行审查。
第三十三条 互联网地图服务单位不得登载、复制、链接、发送、引用未取得审图号的地图,不得提供境外互联网地图服务链接。
