Censorship on the 33rd Anniversary of June 4, 1989



After 33 years PRC websites continue to censor information about what happened in Beijing on June 4, 1989. Let's start with some obvious examples – censorship of the date. In English Baidu web search returns 2 results, in Chinese 6 results, all from PRC state-sponsored media.

Baidu's main social media product - "PostBar" (贴吧) has forums dedicated to "1988" and "1990," but searching for "1989" just yields a censorship notice "In accordance with relevant laws, regulations, and policies, relevant results have not been displayed."
Baidu's Q&A product (知道) finds tens of thousands of results for "Tiananmen 1988" and "Tiananmen 1990," but zero results for "Tiananmen 1989."
Tencent-owned Sogou web search also censors information relating to what happened in Beijing in June, 1989. A search for "Tiananmen 1989" returns no results, but the same search for "Tiananmen 1988" and "Tiananmen 1990" returns thousands of results.
The same thing happens with Sogou's image search - Sogou has no trouble finding images for "Tiananmen 1988" and "Tiananmen 1990," but is unable to locate a single image for "Tiananmen 1989."
And again, the same thing happens with Sogou's WeChat search engine - plenty of results for "Tiananmen 1988" and "Tiananmen 1990," but a search for "Tiananmen 1989" yields no results.

The same kind of censorship occurs on PRC social media sites. For example, these screenshots show that Sina Weibo has no problem finding results for "32nd Anniversary" and "34th Anniversary," but finds none for "33rd Anniversary."

Now for a look at PRC censorship of the iconic "Tank Man" images. This screenshot shows a Baidu search for "Tank Man" in English returns no results.

While a search for "Tiananmen 1989 Block Tanks" in Chinese returns no results, Baidu says its has found 22,070 "relevant images"! Not surprisingly, however, clicking that Baidu Image link lands users on a page telling them that, in fact, Baidu cannot find any relevant images.
Other PRC-based image search engines, such those of Qihoo and Tencent-owned Sogou, are unable to find any image results for searches for "Block Tanks."


Even terms with no obvious connection to what occurred in Beijing in June 1989-like "Tiananmen Mothers"-are censored. In addition to a screenshot showing Baidu finds no results for that query, I've included a screenshot of a Yahoo SERP for the same query to show what Baidu is censoring.



The Wikis operated by PRC Internet companies take different approaches to censoring the history of what happened in Beijing in June 1989. Today, the "This Day In History" sections show:
  • Baidu: Khamenei elected supreme leader
  • Qihoo: Nothing for 1989
  • Sogou: Nothing for 1989


The top search results for "1988 year" and "1990 year" on Tencent-owned Sogou are Sogou's own Wiki articles about those years. The top result for "1989 year" is an article on Taylor Swift's album by that name. It appears Sogou simply has no article about the year 1989.


Sogou does have a Wiki article about "Tiananmen Square," but according to their article, nothing worth mentioning happened in Tiananmen Square between 1976 and 1997.


Qihoo does have a Wiki article about 1989, but unlike its Wiki articles about 1988 and 1990, Qihoo's article on 1989 has no section on "Major Events." So there's nothing to indicate anything noteworthy happened in/around Tiananmen Square (or anywhere else) that year.


Baidu has articles on 1989 and Tiananmen Square. But according to Baidu nothing happened in Tiananmen Square in 1989, and the only noteworthy events on June 4 were:
  • Walesa elected prime minister of Poland
  • Khamenei elected supreme leader of Iran


Here's another stark example of how PRC Internet companies treat modern Chinese history - this screenshot shows a search for "64 Remembrance" (六四 纪念) on Baidu returns ZERO results. Someone in the PRC would be better off using a Korean search engine like Naver. . .


Finally, it should be noted that people in the PRC haven't forgotten, and still get punished for peaceful attempts to commemorate, what happened in Beijing in June 1989. For example,  Jie Ruixue was jailed for wearing a t-shirt  in Tiananmen Square in 2019. According to the court judgment, the t-shirt Jie was jailed for wearing in Tiananmen Square in 2019 read "Freedom of Speech, Vindicate June Fourth, Oppose Repeating the Tragedy." The court judgment claimed this "caused severe chaos," but cited no evidence to support that claim.

COVID-19 Series: "This is Our Last Generation"

A video began circulating on May 12, 2022 showing police threatening a couple that failure to cooperate with COVID policies will "follow you for three generations." A man is heard replying "This is our last generation, thank you." More here: "Shanghai couple says 'we're the last generation' when rejecting quarantine camp":

The video on Twitter reportedly shows a police officer notifying a couple that they must enter a quarantine camp or face demerits on their record that will last for "three generations." The man rejects his threats and replies "we are the last generation."

These screenshots were taken on May 15, and show that a search for "This is our last generation" on Bing video returned several results with copies of the video, while the same search on Baidu video returned no results for that video.



The video is sensitive, not only because it shows PRC citizens standing up to authority, but also because the idea that people could choose not to produce a next generation runs counter to government policy that views increasing child production as an economic imperative.

 

Not only was the video itself censored, but also social media discussion of the phrase. On the Q&A service Zhihu a user asked "How should one evaluate young people saying 'This is our last generation, thank you.'"? It was deleted after getting over 2 million views.


The top answer seems innocuous: "This is the best solution to be found for the case of 'Your grandfather makes a mistake, and my grandfather ends up begging for food.'" But it could be interpreted as throwing serious shade at the Communist Party, because it is likely a reference to a 1990's PRC sitcom "I Love My Family," where a young boy praises a  classmate's grandfather, and puts down his own father  as a "beggar." The classmate's grandfather (a retired Party cadre) tries to justify someone begging for food in the 1960's saying:

"That was the result of some of the mistakes we made in our work." The young boy turns to his classmate and delivers the punchline: "You see?  Your grandfather makes a mistake, and my grandfather ends up begging for food."


The second most upvoted answer to the censored Zhihu question "How should one evaluate young people saying 'This is our last generation, thank you.'"? was more direct in making its point – here is my translation.

Covid-19 Series: PRC Websites Delete Editorial by "China's Top Respiratory Disease Expert"

Shortly after midnight on April 19, 2022, the PRC government news service Xinhua published an article titled "Scientifically Implement 'Dynamic Zeroing' To Win the Initiative for China's Development." (科学精准落实“动态清零”,为中国发展赢得主动). Some excerpts:

Despite facing the most severe epidemic prevention and control situation since 2020, China adhered to the general policy of "dynamic zeroing" and won the tough battles one by one.
. . . .
Adhering to the "dynamic zeroing" is to race against the virus, to create a safe and stable development environment for China's economy, and to fight for the time and space for the follow-on science-based and orderly opening up.
. . . .
China has made it clear to the world that by striving to achieve the greatest prevention and control effect at the least cost, and to minimize the impact of the epidemic on economic and social development, great things can be accomplished that are beneficial to the people.

尽管面临2020年以来最严峻的疫情防控形势,中国坚持“动态清零”总方针不动摇,取得了一个个硬仗的胜利。

Later the same day Xinhua published an English language article under the title "World Experts Deem Dynamic Zero-COVID Approach Best Choice for China, Boon for World." The "experts" cited in that article were:

  • "China's leading epidemiologist Liang Wannian" 
  • "Gerald Mbanda, a Rwandan researcher and publisher"
  • "Bulent Ertugrul, an expert from Reyap Hospital in Istanbul"

Neither article mentioned Zhong Nanshan (钟南山) who, according to the state-sponsored media outlet Global Times, is "China's top respiratory disease expert." 

On April 19, 2022, Hong Kong's South China Morning Post published an article titled "China's Top Expert Writes of Eventual Return to Normal, but Article Deleted at Home." An excerpt:

China's top Covid-19 expert Zhong Nanshan has said the country cannot pursue "dynamic zero-Covid" in the long term and should reopen to bring social and economic development back to normal, and adapt to global reopening.

The editorial titled "Strategies for reopening in the forthcoming Covid-19 era in China" was published in the English-language National Science Review journal on April 6. A Chinese translated copy of the article was published on mainland news sites on Monday but has since been deleted.

At 3:04 p.m. on April 19, 2022, the government license website Zhongchengwang (operating under the sponsorship of the Professional Committee of Livable Cities and Urban and Rural Governance of China National Architecture Research Association (中国民族建筑研究会宜居城市与城乡治理专业委员会)) published an article titled "Academician Zhong Nanshan's Latest Article: It is Impossible to Achieve Prolonged Dynamic Zeroing" (钟南山院士最新文章:长期的动态清零是不可能实现的). Some excerpts:
On April 6, 2022, the National Science Review (NSR) published an English editorial article jointly signed by Academician Zhong Nanshan, mentioning that in the long run, long-term dynamic zero cannot be achieved, and China needs to promote social and economic development and reopen, and put forward five strategic suggestions. Recommendations included increasing vaccination rates, prioritizing the use of antigen kits in the community, accelerating drug development, conducting follow-up studies on cases to adjust the minimum quarantine period, and adjusting policies in designated cities or regions.

The dynamic zeroing policy has been adopted for maintaining effective disease prevention and control. However, China needs to reopen so as to normalize socio-economic development and adapt to global reopening. Prolonged dynamic zeroing cannot be pursued in the long run.

These screenshots show that the article was deleted the next day and replaced with a notice saying "The article you accessed has been withdrawn!" (您访问的文章已撤回!).

NetEase

At 4:30 p.m. on April 19, 2022, the government-licensed media outlet NetEase published an article titled "Zhong Nanshan: Prolonged Dynamic Zeroing Cannot be Achieved, Pilot Investigations are Crucial" (钟南山:长期动态清零无法实现,试点调查至关重要). The content was substantially similar to the Zhongchengwang article. These screenshots show that the article was deleted the next day, and NetEase was redirecting people attempting to access it to the NetEase home page.

Xu Zhiyong's Girlfriend Li Qiaochu Indicted (Full Translation)

Xu Zhiyong (许志永) was a lecturer at the Beijing University of Post and Telecommunications, a civil rights lawyer, and one of the founders of the civil society groups Open Constitution Initiative ("Gong Meng" 公盟) and the Chinese New Citizens' Movement (中国新公民运动). In the August 2009 edition of China's Esquire Magazine (时尚先生) Xu said:

I hope that our country can be a free and happy one. No person need betray their conscience. Everyone needs only rely on their talent and character to find their position in life. A simple and happy society, where the goodness of humanity may find its apex, and its malice finds its nadir, where honesty, trust, kindness, and helping one another becomes commonplace, where there is not so much anger and anxiety, and there is a pure smile on every face.

我希望我们是个自由、幸福的国家。每个人不需要违背良心,只要靠自己的才能和品德就可以找到合适的位置;一个简单而幸福的社会,人性的善得到最大的张扬,恶得到最大的抑制;诚实、信用、友爱、互助将成为我们生活的常态,没有那么多烦恼和愤怒,每一个人脸上是纯真的笑容。

Xu was released on July 15, 2017 following completion of his sentence.

Censorship began immediately. The screenshot on the left below was taken on January 2, 2020, and shows that a search for "Xu Zhiyong" returned over 230,000 results, including results from social media (blogchina.com, Sina Weibo) and foreign (canadainternational.gc.ca) websites. The screenshot on the right below was taken on January 3, 2020, and shows the same search on Baidu returns 84 results, all from about 10 websites operated by the central government.

On February 4, 2020, Xu Zhiyong published an open letter to Xi Jinping on his website (cmcn.blog) dated January 20 entitled "A Written Admonishment Urging Retirement" (劝退书). Xu signed the letter "written while on the run." Some excerpts:

China is not the land of peace, prosperity, self-congratulation, and rapid advancement that you imagine it to be in your dreams. I’m deeply concerned about our nation’s future; I am afraid that a system that is so tightly wound up is a dangerously brittle one; and, I’m worried that there is no meaningful or substantive form of civil society that can deal with the situation. For long years now, it has been evident that the responsible citizens of this country are builders. I only hope that the celebrated “inner Party democracy” you Communists talk about has not entirely disappeared. I hope that there is still some room for meaningful change [within the system], change that will give civil society a chance to evolve.

[Early in your tenure] you bemoaned the fact that the Soviet Union collapsed because no “True Man” stood up to protect the system. But how can you expect there to be a “True Man” when you, The Revered One, sits at the pinnacle with millions fawning at the foot of your throne? Autocracy encourages sycophants to crowd around the Emperor, but this particular Emperor’s new clothes are on full display for all to see. On February 15, 2020, Beijing Public Security Bureau authorities took Xu into criminal detention on suspicion of inciting subversion of state power. On August 5, 2021, Xu was indicted for committing the crime of subverting state power. According the indictment:

In September 2017, defendant Xu Zhiyong directed his girlfriend Li Qiaochu (dealt with in a separate case) to establish a personal blog for Xu Zhiyong and arranged for Li to disseminate a large quantity of Xu Zhiyong’s inciting articles that promote ideas of subverting state power.

On March 19, 2022 former Beijing-based civil rights lawyer Wang Yu (王宇) posted the following on her Twitter account:

Li Qiao has been indicted!

A kind young woman, because she was "deeply influenced by her lover's thoughts," "set up a personal website for him" and "uploaded her lover's articles" – can this serve as the basis for a conviction? Let alone for the crime of inciting subversion of state power!

This is naked conviction for  thoughts and words!

I'm speechless!

I just want to ask the prosecutors: Where are your professional ethics as persons of the law?

Lin Procuratorate First Division Criminal Indictment (2022) No. 21

Defendant Li Qiaochu, female, born on January 13, 1991, ID number [OMITTED IN ORIGINAL], Han nationality, masters student education, from Yining, Xinjiang Uyghur Autonomous Region, unemployed, household registration and residence at [OMITTED IN ORIGINAL] Beijing,. On February 16, 2020 she was placed under residential confinement at a designated location at a location designated by the Public Security Bureau of Haidian, Beijing, and was released on bail pending trial on June 19 of the same year. On January 18, 2021, the Public Security Bureau of Haidian, Beijing, transferred the case to the Public Security Bureau of Linyi in accordance with the law. On February 6 of the same year, she was criminally detained by the Public Security Bureau of Linyi. With the approval of our office, her arrest was executed on March 14 of the same year.

After accepting the case, the office informed the defendant of the relevant legal provisions regarding her right to appoint defense counsel and to plead guilty and accept punishment, interrogated the defendant in accordance with the law, heard the opinions of the defense counsel, and reviewed all the case materials. On September 28 and December 13, 2021, this office returned the case to the investigation agency for supplementary investigation, and the investigation agency completed the supplementary investigations on October 28, 2021 and January 13, 2022, respectively, and transferred the case for prosecution. On September 14 and  November 29, 2021, and February 14, 2022, the court extended the review and prosecution period for 15 days.

An examination by this office ascertained:

Defendant Li Qiaochu and Xu Zhiyong (being handled in a separate case) were lovers, and she was deeply influenced by Xu Zhiyong's ideology of subverting state power. In September 2019, under the instruction of Xu Zhiyong, defendant Li Qiaochu set up a personal blog for Xu Zhiyong (with the domain name cmcn.home.blog, later changed to cncn.blog), uploaded a large number of articles written by Xu Zhiyong that subverted state power, and promoted the idea of subverting state power.

Evidence determining the aforementioned facts is as follows:

1. Physical evidence: laptop computer, U disk, etc.;

被告人李翘楚,女,1991年1月13日出生,公民身份号码[OMITTED IN ORIGINAL],汉族,硕士研究生文化,新疆维吾尔自治区伊宁市人,无业,户籍地、住所地[OMITTED IN ORIGINAL]。北京市因涉嫌煽动颠覆国家政权罪,于2020年2月16日被北京市公安局海淀分局指定居所监视居住,同年6月19日被取保候审。2021年1月18日因本案由北京市公安局海淀分局依法移送山东省临沂市公安局办理,同年2月6日被临沂市公安局刑事拘留,经我院批准,同年3月14日被执行逮捕。

本案由临沂市公安局侦查终结,以被告人李超楚涉嫌煽动颠覆国家政权罪,于2021年8月13日向本院移送起诉。本院受理后,于当日告知被告人有权委托辩护人及认罪认罚的相关法律规定,依法讯问了被告人,听取了辩护人的意见,审查了全部案件材料。本院分别于2021年9月28日、12月13日将案件退回侦查机关补充侦查,侦查机关分别于2021年10月28日、2022年1月13日补充侦查完毕移送起诉。本院分别2021年9月14日、11月29日、2022年2月14日各延长审查起诉期限15日。

经依法审查查明:

被告人李翘楚与许志永(另案处理)系恋人关系,深受许志永颠覆国家政权思想影响。2019年9月,被告人李超楚在许志永的指使下,为许志永搭建个人博客(域名cmcn.home.blog,后更改为cncn.blog),上传许志永撰写的大量颠覆国家政权文章,宣扬颠覆国家政权思想。

认定上述事实的证据如下:

1.物证:笔记本电脑、U盘等;2.书证:受案登记表、戶籍信息等;3.证人证言:证人张忠顺等人的证言;4.被告人供述和辩解:被告人李翘楚的供述和辩解;5.鉴定意见:司法鉴定意见书等;6.勘验、检查、辨认笔录:远程勘验笔录、检查笔录、辨认笔录等;7.电子数据。

本院认为,被告人李翘楚煽动颠覆国家政权、推翻社会主义制度,其行为触犯了《中华人民共和国刑法》第一百零五条第二封之规定,犯罪事实清楚,证据确实、充分,应当以煽动颠覆国家政权罪追究其刑事责任。根据《中华人民共和国刑事诉讼法》第一百七十六条的规定,提起公诉,请依法判处。

Baidu Increases Censorship of "Xi Jinping"

 China's search engines have censored the names of leaders of the Communist Party of China and the PRC government for over a decade (see: http://blog.feichangdao.com/2012/12/how-other-websites-are-censoring.html). They typically do this by restricting search results to a white list of around 20 websites under their own control or under the direct control of the central government and the Communist Party. This is illustrated below with a screenshot showing that a search for "Xi Jinping" in Chinese characters (习近平) on Baidu returns millions of results (left), but the same search limited to educational websites returns no results (right).


Paging through the result one finds that the only websites shown are Party and government mouthpieces such as Xinhua, the People's Daily, the China Daily, CCTV (the state controlled television broadcaster), CRI (the state controlled radio broadcaster), etc. This censorship is done for searches of leaders names in Chinese characters and in pinyin romanization (e.g. "Xi Jinping"). 

The screenshots below show that some time between April 2020 (left) and September 2021 (right)  Baidu changed how it was censoring search results for "Xi Jinping" in pinyin romanization. Whereas in April 2020 Baidu was limiting results to the Party/Government white list, it claimed to have found almost 6 million results. In September, Baidu was still limiting search results to that white list, but was only displaying nine results. 

At least Baidu is showing something. As the screenshots below show, China's two other major search engines - Qihoo (left) and Sogou (right) return no results whatsoever.

 

Interestingly, it is still possible to "trick" Sogou into showing search results containing "Xi Jinping" by entering his name in Chinese characters into its English language search engine. The screenshot below shows that in that case Sogou returns dozens of results (again, from the Party/Government white list).

Hu Xijin Says "Chinese Won't Forget About Tiananmen" - Even Though China's Internet Services Have

On June 3, 2021, Hu Xijin, editor-in-chief of the state sponsored "Global Times" posted the following on Twitter:

Chinese won't forget about Tiananmen incident.On the contrary, we'll constantly reflect on it in light of China’s development path since then as well as situation in many countries after color revolutions. It's futile for West to provoke Chinese society by commemorating the event

It is true that an Internet user in China can immediately find the PRC government's official version of the events by searching Baidu for "Tiananmen Incident" ("天安门事件") - the first result is from the Communist Party mouthpiece the People's Daily, which provides this summary:

  • May 20th, China Central Television broadcasts Li Peng and Yang Shangkun’s statements at the meeting of Party, government, and military cadres in the capital. Li Peng signed the State Council’s
    Order to implement martial law in different regions.
  • June 4th, the "Liberation Army Daily" published an editorial with the title "Resolutely Support the Party Central Committee's Policy Decisions, Resolutely Suppress the Counter-revolutionary Riots." 
  • 5月20日 中央电视台播放了李鹏、杨尚昆在首都党政军干部大会上的讲话。李鹏签署国务院关于在北京市部分地区实行戒严的命令。
  • 6月4日 《解放军报》发表题为“坚决拥护党中央决策,坚决镇压反革命暴乱”的社论。

But most search results are about another "Tiananmen Incident," which occurred in 1976. So an Internet user wanting more information so that they could "constantly reflect on" the 1989 Tiananmen Incident would need to specifically include search terms relating to "1989." Below are some examples of what users of PRC Internet services see when searching for information about what happened in and around Tiananmen Square in early June 1989.

A user of visiting Baidu's and Sogou's wikipedia articles for "1989" would find that nothing noteworthy happened in or around Tiananmen Square in June of that year. Sogou has no entry for "June 4th," and  Baidu's entry for "June 4th" reads:

  • June 4th-Poland held its first democratic elections, and the collective election for Walesa was held.
  • June 4th-Iranian President Khamenei was elected as the supreme leader of Iran.


 A user submitting the query "'1989 year' 'Tiananmen Incident''" ("1989年" "天安门事件") to Baidu's web search product would get no results (a query without the quotes will retrieve results, but only from websites under the direct control of the PRC government and the Communist Party of China - for example, People's Daily, Xinhua, and China Youth Daily).

 A user submitting the query "1989 year 'Tiananmen Incident''" (1989年 "天安门事件") to Baidu's image search product would get no results.


A user submitting the query "1989 year" (1989年) to Baidu's "Zhidao" Q&A product would get no results.

A user submitting the query "1989" to Baidu's "Tieba" PostBar forum product would get censorship notice that states: "Apologies, in accordance with relevant laws, regulations, and policies, relevant results have not been displayed." ( 抱歉,根据相关法律法规和政策,相关结果不予展现。).
