Call for Protest Against Chengdu Chemical Plant Gets Censored, Poster is Detained


On April 26, 2013, the following post appeared on Baidu's PostBar (Tieba 贴吧):
May 4, oppose the Pengzhou PX Chemical Plant Project, march and demonstrate, location: Jiuyan Bridge (the government has already approved) make a collective noise, comrades, wave your banners, show our unity for the next generation.

On April 26, the Chengdu government published a notice on its Sina Weibo saying that a 33 year-old woman identified as "Fan Doe" had been detained for spreading rumors, specifically:
Based on a preliminary investigation by the Public Security Bureau, Fan Doe is unemployed and financially well-off, and at 10 pm on April 25, based merely on the of a chat with Dan Doe (female, 42), Li Doedoe (female, 50), and others, wrote and published false information such as "march and demonstrate," and "the government has already approved," and used the Internet to broadly disseminate rumors, triggering the disseminated rumors to be broadly transmitted over the Internet, throwing public order into absolute chaos, and severely interfering with the smooth execution of earthquake relief efforts.
经过公安部门初步调查,樊某无业,经济条件好,4月25日晚10时许,樊某仅凭与单某(女,42岁)、李某某(女、50岁)等人闲聊的内容,即编发“示威游行”、“政府已批准”等虚假消息,通过网络广为散布谣言,引发编造谣言在网上广为传播,严重扰乱了公共秩序,严重干扰了抗震救灾顺利进行。
