Two Anti-Epidemic Strategies

The purpose is to block the infection chain and eliminate the infection to the greatest extent possible.

For strains with high mortality and strong transmissibility, the anti-infection strategy is better, because the cost of infection prevention is low and the benefits are high. Conversely. From the above model, it can be seen that the key to the selection of the best strategy is to quantitatively analyze and compare the extra cost and life loss of the "anti-infection strategy" relative to the "anti-death strategy."

The relationship between GDP per capita and average life expectancy

We can analyze the relationship between average life expectancy and per capita GDP by studying the historical data of various countries. It is an obvious fact: the higher the per capita income of a country, the longer its life expectancy. Because rich countries are more able and willing to invest in health care, infrastructure and environmental governance, thereby reducing mortality and increasing life expectancy.

From the above figure, we can also see the relationship between per capita GDP and average life expectancy in various regions of China. The richer the province, the longer the life expectancy. In modern peacetime, there have indeed been periods (if infrequently) of sharp declines in per capita income, such as when the Soviet Union collapsed, during 1991-1993, per capita income fell by 20% and life expectancy fell by four years. So in the face of a 50% change in income, even a very conservative estimate will lead to a one-year reduction in per capita income. To put it into perspective, for every 1% decrease in per capita GDP, life expectancy will decrease by about 5 days.

Statistical Life Value

We can also test this hypothesis through the theory of Value of Statistical life in economics. In the field of economics, "statistical life value" is a relatively mature concept, which refers to how much a society is willing to spend to reduce mortality. Some people may be disgusted by this concept, thinking that there is no need to calculate the value of life, because life is supposed to be priceless. From an ethical standpoint alone, the above point of view is certainly not wrong. However, in the actual operation process, regardless of work life, business operation or social management, a balance must be pursued between reducing the risk of death and input cost. As for how to find this balance, it is necessary to calculate the "statistical life value" scientifically and rationally.

For example, companies and governments also need to balance risk and cost when providing various means of transportation and transportation infrastructure. For example, when the government designs a road, if it builds more lanes, or sets up special non-motorized lanes, or wider sidewalks, etc., it is possible to reduce the fatality rate of traffic accidents. But obviously not all roads have such a setup. Does this mean that the designer disregarded the safety of life? it's not true. As a designer, if a seemingly absolutely safe road costs 10 billion to build regardless of the cost, it is very likely that this road cannot be built at all, leaving ordinary people with nowhere to go. So for such a construction project, how much is it worth to spend to reduce the mortality rate? Here, there is also an implicit calculation of the balance of life value. In fact, economists have already calculated the value of life in an economic sense based on data from various countries. Chinese scholars have also done some research on this [1] [2], and concluded that the value of China's vital statistics is generally in the range of 1 million to 7.2 million, and we will temporarily take the value of 5 million.

The Cost of Infection Prevention Strategies

Assuming that the economic loss of 1% of GDP due to large-scale isolation and control, then it is one trillion. According to the calculation of "statistical life value" of 5 million, it may increase the risk of accidental death by 200,000 (persons). If the average life expectancy is reduced by 20,000 days per accidental death, 200,000 people will be 4 billion days, and overall, the average life expectancy in China will be reduced by about 3 days. The calculation of this loss of life expectancy does not take into account the impact of secondary deaths on life expectancy caused by the lack of timely treatment of other diseases due to the occupation of a large number of medical resources by tasks such as nucleic acid testing.

Therefore, combining the previous two methods of calculating the cost of life, a loss of 1% of GDP will reduce the average life expectancy by 3-5 days, which is the cost of isolation and containment required by the infection prevention strategy.

The next question is, how much GDP will Omicron cause? This is of course difficult to calculate, but we have a preliminary analysis, that is, the stronger the transmissibility, the stricter the closure and control measures will inevitably be, and the greater the loss of GDP will be. The strength of transmissibility can be expressed by R0 (basic infection number), and the value of R0 is simply understood as "one person gets sick, how many other people he can infect". The initial Alpha is R0=2-4 (the R0 of influenza is also around 2), the R0 of Delta is about 4, the transmissibility of Omicron is very strong, and the R0 is about 10, which is much stronger than any previous strains, so yes The GDP cost of its anti-infection strategy is also much higher.

In the past two years, we have adopted an anti-infection policy, which has successfully blocked Alpha and Delta, and only paid a relatively small loss of GDP as the price. However, the transmissibility of Omicron is several times that of Alpha and Delta, and a large-scale isolation is often required, so the economic loss of preventing and controlling Omicron may be far greater than 1% of GDP. For example, not long ago, Shenzhen was only closed and controlled for a week, causing a loss of 60-70 billion. According to a study by Professor Song Zheng of the Chinese University of Hong Kong [3], the closure of first-tier cities like Shanghai for one month will reduce the real GDP of the whole of China by 4%. In fact, with the increasing spread of the virus, precise epidemic prevention has become almost impossible, and the frequency of city closures has to be greatly increased. According to statistics, in the first quarter alone, Shanghai, Changchun, Harbin, Xi'an, Shenzhen, etc. have implemented or are undergoing city-wide lockdowns, and more than a dozen first- and second-tier cities have had large-scale partial lockdowns. After calculating the cost of the anti-infection strategy, let's calculate the relative benefit of the anti-infection strategy, that is, how many deaths and life expectancy are avoided, and then we need to estimate the fatality rate of different variants. According to a study conducted by British scholars on confirmed cases of different variants in the second half of 2021, the case fatality rate of Alpha is about 1.1% [4]; according to a study of patients infected with Omicron and Delta variant viruses in Ontario, Canada. A retrospective whole population matched cohort study [5], the Delta case fatality rate was 0.3%; according to the statistics of the 2018 influenza season published by the US CDC [6], the case fatality rate of influenza is about 0.1%. The main preliminary research and data show that Omicron is different from previous strains and generally does not invade the lungs. Therefore, the fatality rate of Omicron is much lower than that of previous strains, and may even be lower than that of influenza. We will analyze Omicron in detail later. of the fatality rate.

Influenza Prevention Strategies

We use this model to calculate epidemic prevention strategies against influenza. Since the fatality rate of influenza is about 0.1%, if it is very pessimistically estimated that 50% of the population will be infected (the actual infection rate will be much lower than 50%), it will cause a mortality rate of 5/10,000. The Best Strategy for Dealing with Initial Strains of Covid-19

We can calculate the earliest mutant virus Alpha in the early stage of the epidemic. Then the relative benefit of the infection prevention strategy of large-scale isolation is 40 days. Far greater than the 3-5 day life cost of 1% of GDP. Best Strategy Against Omicron

Let's analyze how to deal with Omicron. First of all, logically, if the fatality rate of Omicron is higher than that of Alpha, and the transmissibility is weaker than that of Alpha, then an infection prevention strategy should be adopted. Adopt a death-prevention strategy. In detail, if a large area is isolated, the resulting loss of life expectancy is: the percentage loss of GDP * (3-5) days (for simplicity, it will be calculated as 4 days later); infection prevention can avoid death and thus obtain The benefit of life expectancy is: (case fatality rate) S*10 years*50% (assuming that 50% of the whole population will eventually be infected), that is, S*3652*50% days.

Compare the life loss caused by the two strategies, that is, when the percentage loss of GDP * 4 days < S * 3652 days * 50%, the anti-infection strategy should be adopted, otherwise the anti-death strategy should be adopted.

From this, it is possible to calculate the threshold value of the fatality rate S of the death prevention strategy under the assumption of different GDP losses: when the GDP loss is 0.5%, the threshold value of S = 0.12%, that is, when the case fatality rate is less than 0.12%, the death prevention strategy should be adopted. Omicron's Case Fatality Rate

According to research data released by Ontario, Canada, the case fatality rate of Omicron is about 0.03%. However, since European and American countries no longer require nucleic acid tests and no longer accurately count the number of infected people, the calculation of the fatality rate is not accurate. However, Asian countries are still counting the number of infected people more accurately, so we can look at the case fatality rate statistics of some Asian countries that are closer to ours.

According to reports, based on the cumulative number of deaths and positive cases from January to February 21, 2022 by the Japanese Ministry of Health and Welfare, the confirmed case fatality rate of Omicron is estimated to be 0.13% [7]. According to the Korea Centers for Disease Control and Prevention (KDCA), since December last year, the case fatality rate of the Korean Omicron variant is about 0.18% [8]. Through the data of the past two weeks, we found that the recent confirmed case fatality rate has been reduced to 0.1% [9]. According to the statistics of the case fatality rate in the past 28 days by the Ministry of Health of Singapore, this value is only 0.05% [10]. Through the data of the past two weeks, we found that the confirmed case fatality rate in Singapore in the past two weeks was only 0.03%. Similarly, according to the analysis of confirmed and fatal cases in Vietnam in the past 28 days, the case fatality rate is about 0.03% [11].

Look at Hong Kong, China. According to the epidemic data released by the Hong Kong government [12], there were 7,732 deaths in the fifth wave of the epidemic, and the cumulative number of confirmed and reported cases was 1,150,607 (2021.12.31-2022.4.1), and the calculated case fatality rate was 0.67%. However, since Hong Kong has never had a complete national nucleic acid, it is likely that there are many confirmed cases that are not included in the statistics. The Faculty of Medicine of the University of Hong Kong has calculated through a mathematical model that the actual number of infections far exceeds the official reports or statistics. This estimate has reached 4 million [13]. According to this estimate, the actual fatality rate is below 0.2%, but it is still relatively high.

Why is the Fatality Rate in Hong Kong so High?

To explain the high death rate in Hong Kong, we need to look at the age distribution of those who died. According to the figures in the third column of the above table, it is not difficult to see that the elderly are the main group of deaths. In Hong Kong, the vaccination rate of the elderly over the age of 80 is only 43%, while the vaccination rate of the elderly in other countries exceeds 90%. According to the data, both domestic vaccines and MRNA vaccines are highly effective in preventing severe illness and death. Therefore, it is not difficult to conclude that the vaccination rate of the elderly in Hong Kong is much lower than that of Singapore, which is the main reason for the high mortality rate in Hong Kong. The overall vaccination rate in China is relatively high, and the full-course vaccination rate for people over 60 years old has reached 80%. Summary

On December 2, 2014, the overseas edition of the People’s Daily published an article entitled “Beijing Ensures that Published Apps ‘Get Their Identity Verified’” (北京确保App发布“验明正身”). Some excerpts:
Quite a few Apps disregard the State's administrative regulations regarding news information services qualifications, covertly launch news information services, and disregard basic facts in order to attract eyeballs, and in so doing severely infringe upon the public interest. Some even go so far as to illegally transmit overseas information. 
In order to address this, the Beijing Municipal Internet Information Office and the Beijing Internet Society assembled 50 mobile client, App store, and App creator operators to sign the "Beijing Mobile Internet Application Order and Public Information Service Self-Discipline Agreement" and the "Safeguard App Information Service Order, Bring About App Positive Social Utility Commitment Letter."
不少App无视国家关于新闻信息服务的资质管理法规,变相开展新闻信息服务,为了吸引流量或夺人眼球无视基本事实,严重侵害了公众利益,有的甚至存在非法传播境外信息等现象。 
对此,北京市网信办、首都互联网协会召集50多家移动客户端、App应用商店、App工场,签署《北京市移动互联网应用程序公众信息服务自律公约》和《维护App信息服务秩序、发挥App积极社会作用承诺书》。
According to the People's Daily, signatories included Sina (新浪), Sohu (搜狐), Netease (网易), Baidu (百度), Phoenix (凤凰), Qihoo (奇虎360), and Xiaomi (小米).

Article 8 of the "Safeguard App Information Service Order, Bring About App Positive Social Utility Commitment Letter" states:
Those engaging in news information service activities must carry out relevant formalities and obtain certification for such activities. No one may publish or re-publish political news without prior approval from the competent government regulator.
八、从事新闻信息服务活动必须履行相关手续,取得从业资格。未经主管部门批准,不得发布、转载时政类新闻。
Article 4 of the "Beijing Mobile Internet Application Order and Public Information Service Self-Discipline Agreement" state:
Resolutely block illegal harmful information. Scrupulously abide by the "Seven Bottom Lines," fulfill our primary duties, and strengthen content examination and verification.
四、坚决抵制违法不良信息。恪守“七条底线”,落实主体责任,强化内容审核。
The term “Seven Bottom Lines” does not appear in any PRC law or regulation. The first mention of the “Seven Bottom Lines" appears to have come in a report posted on the People’s Daily website on August 11, 2013. According to that report, well-known online personalities had gathered at CCTV's headquarters in Beijing on August 10 and reached an agreement that there were seven bottom lines that they would observe:
  1. Laws and Regulations
  2. The Socialist System
  3. The National Interest
  4. Citizens' Legal Rights and Interests
  5. Social Order
  6. Moral Norms
  7. Factual Information
On August 13, 2013, a Sichuan government web site published an article entitled "The Seven Bottom Lines That Every Internet User Should Observe" (七条底线,全体网民应该共守).  According to that article:
The National Interest is to be placed above all others, because without the nation we have nothing. That is the way of the physical world, and even more so in the online world. We must forge an online patriotic culture, with the soul of online culture resting on the national interest.
国家利益高于一切,没有国家就没有我们的一切,现实世界如此,网络世界更如此,我们应该打造网络爱国主义文化,国家利益至上应该是网络文化的灵魂。
Regarding the socialist system, the article said:
This is our fundamental institution, this is a bottom line we cannot neglect, whether in real life on the Internet, we eat and live socialism. We cannot undermine ourselves.

Violence in Xinjiang Leaves Dozens Dead - A Look at the Censorship

Early in the afternoon of June 26, 2013, the state-sponsored China.org.cn published an English language report from the official news agency Xinhua published a report entitled "Riots in Xinjiang Kill 27." An excerpt:
Riots left 27 people dead early Wednesday in a remote town in northwest China's Xinjiang Uygur Autonomous Region, local authorities said. The riots happened at around 6 a.m. in Lukqun township of Shanshan County in Turpan Prefecture.
Later that afternoon, most of China's major online news media outlets had published a Chinese language report entitled "Disturbance Takes Place in Remote Xinjiang City Leaves 27 Dead" (新疆一处边远城市发生骚乱27人死亡), the text of which stated:
According to an English language Xinhua report, at approximately six this morning a disturbance took place in a remote city in Xinjiang in which 27 people died.
据新华社英文稿库,新疆一处边远城市今日早晨6点左右发生骚乱27人死亡。
Within hours the report had been deleted from the following URLs:
Sina also published the report here - http://news.sina.com.cn/c/2013-06-26/131827503298.shtml - but within hours it had replaced the headline and the story with this:
Violent Terrorist Incident Takes Place in Remote Xinjiang City Leaving 27 Dead 
According to an English language Xinhua report, at approximately six this morning an incident of terrorist violence took place in a  remote city in Xinjiang in which 27 people died.

These screenshots show that, within hours of the initial Xinhua report, Sina Weibo began censoring searches for "Disturbance Takes Place in Xinjiang Leaving 27 Dead" (新疆发生骚乱27人死亡).

This screenshot shows that, while Baidu does have a PostBar (Tieba 贴吧) forum for "Shanshan County," the top post in that forum, from 2009, states: "In accordance with relevant laws, regulations, and policies, this PostBar can only be browsed, and posting is not allowed." (根据相关法律法规和政策,本吧目前只能浏览,不能发贴。).

Phoenix Apologizes for Reporting Communist Party Would Order Leaders' Children Back to China


On May 28, 2013, the web site of the Hong Kong based Phoenix News published an article entitled
"The Report by Some Hong Kong Newspaper that 'The Central Discipline Commission Demands Children of Senior Officials Studying Abroad Return to China' Was Inaccurate" (香港某报“中纪委要求高官留学子女回国”报道失实).
On May 28, some newspaper in Hong Kong published a report claiming that the Central Discipline Commission was requiring the children of senior officials studying abroad to return within one year after graduating. Based on our understanding, this report was inaccurate, and was false news. 
Phoenix News republished this inaccurate news without verification or examination, and it had an adverse social impact, and for this we express our deep apologies to the Internet using public. We will adopt practical measures and strengthen our management of the news and the quality and training of our editorial department. We will safeguard the truthfulness and credibility of online media and do a better job of serving Internet users and society.

Web Sites Block Reporting and Discussion of Xi Jinping's Election Results

Phoenix News reports there was one vote against Xi Jinping

On March 15, 2013, the state-sponsored China Daily published an English language article entitled "Xi Chosen as President of China." An excerpt:
Nearly 3,000 deputies to the National People's Congress elected Xi Jinping, leader of the ruling Communist Party of China, as president through a secret ballot at a plenary meeting in Beijing on March 14. 
The elevation of Xi to the presidency marked the official transfer of power from Hu Jintao.
Xi took over as the head of the Communist Party and its military commission from Hu at a quinquennial Party congress in November last year.
The same day, the state-sponsored Global Times published an English language article entitled "President Xi Takes Reins." An excerpt:
China's top legislature Thursday elected Xi Jinping as president of the country, capping off his appointments as chief of the Party, state and military following a once-in-a-decade leadership transition. 
Nearly 3,000 deputies to the National People's Congress (NPC) voted for Xi, 59, who was also elected chairman of the country's Central Military Commission.
Neither article explained what "nearly 3,000" meant. The official Chinese news agency Xinhua's report also made no mention of Xi's margin of victory, or whether there were votes against him.

Various foreign media outlets reported, however, that 2,952 delegates voted in favor of Xi, and only 1 against, with 3 abstentions, and that this 99.86% margin was slightly greater than the 97.62 per cent won by Bashar al-Assad's 97.62% margin in Syria in 2007, but shy of Kim Jong-il's 99.98% in North Korea in 2009.

Liu Yazhou, Censored by Baidu and Yahoo.cn in 2010, Promoted to Full General

On July 31, 2012, the state-sponsored China Daily reported that President Hu Jintao had promoted six military officers to the rank of full general.

Among the promoted was Lieutenant General Liu Yazhou (刘亚洲). Liu was formerly deputy Political Commissar of the People's Liberation Army Air Force, prior to his promotion to Political Commissar of the National Defense University.

As the screenshot shows, on August 5, 2010, Phoenix Weekly (凤凰周刊, a publication of Hong Kong-based Phoenix TV) published an essay entitled "Western Discourses" (西部论) under the heading "General Liu Yazhou Composes 'Western Discourses' and Talks Openly About Strategies for Marching Westward" (刘亚洲中将撰“西部论”纵谈西进战略).

On August 11, 2010, foreign media such as Australia's The Age began reporting on the article.

These screenshots, taken on August 12, 2010, show that, on that morning, searches on Baidu and Yahoo.cn for "Liu Yazhou Western Discourses" (刘亚洲 西部论) were returning a large number of results. Less than 12 hours later, the same searches yielded the following results:
  • Baidu: A notice saying "Search results may relate to content that violates relevant laws and policies, and have not been displayed." 
  • Yahoo.cn: A notice saying that it was unable to locate any relevant results.



By August 13, 2010, Phoenix had removed the article from its website.

Baidu and Yahoo.cn are not currently censoring searches for "Liu Yazhou Western Discourses."

Excerpts From Liu Yazhou's "Western Discourses"
Besides the power of money, what power has China's continuing economic strength and increasing growth brought? China's unprecedented ability to throw financial resources at large scale governance plans continues to increase, to the point where the old brand-name developed Western countries are left staring in disbelief. But having a lot of money only shows the growth of a nation's hard power. It does not show there has been any corresponding increase in soft power, because there are many problems that cannot be solved with a pile of money. Today, one thing that leads people to be anxious about Chinese society is that from top to bottom, anything is possible if you have money. There is a sense of enthusiasm that money can take care of anything. It brings with it a desire for instant gratification, a manner of believing and behaving as if it is acceptable to use money as a panacea, at the expense of ignoring the crucial details and improving how we are perceived. By using money to grease the wheels, you lie down with dogs, and you get up with fleas. You don't end up with people who share your values. In the end, often what you get is people scrambling for their own personal gain, and the price just keeps going up. An is example is the investing that China is doing in Africa. The way that Chinese businessmen use money to bribe officials at home had become endemic. But the ability of African governments to administer and control their societies can never compare with ours. The money makes life better for the officials, but it does not do anything for the average person, and it is common for local tribes of guerrillas to toss a bomb or send a letter to blackmail someone. In addition, using money to get things done not only makes the officials' appetites ever greater, it also makes the average people have an extremely negative impression of China's government and Chinese enterprises.
Relying solely on the power of money will not further China's national interests abroad over the long term. On the contrary, it cannot further domestic safety and stability. A people that blindly worships the power of money is a backward and fatuous people. No matter whether it is used to pacify domestic affairs or expand influence abroad. Only a people that has both cultural and ideological superiority, in addition to economic power, is a truly strong people, a people worthy of admiration, a people that can inspire others.

It is certainly not military and economic power that decides the fate of a people. Rather, it is decided by their inherent culture. Our survival dictates that we must institute structural reforms. A society can see alot of ups and downs in its government over the span of decade, a lot of ups and downs in society over the span of a century, and a lot of ups and downs in its culture over the span of a millennium. Within ten years, an authoritarian government will transform into a democratic government. This will inevitably happen. China will see great changes. Reforming the political system is our manifest destiny. We cannot retreat from it. We have picked off the low-hanging fruit of China's reforms long ago. What is left is the difficult part, and every step will be like charging through a mine field. The Soviet Union's reforms went from hard to easy. They have already been through the hard part. But China has not yet addressed its greatest difficulties. The lessons of the Soviet Union will always be a mirror for China. The Soviet Union's failure arose mainly from internal causes. It was not defeated in a world war, it was defeated by a competing system. If a system does not allow its citizens to breath freely and to release their innovative energies on a grand scale, if it cannot put people in leadership positions who best represent the people, then it must perish. The Soviet Union's problems were all systemic issues. The haves could not continue to live as before, and the have-nots could not continue to be dominated. The Soviet Union once stressed stability, and made stability a goal. It hoped to realize stability by maintaining the status quo. Stability overwhelmed everything else. Everything was done with money, and the result was contradictions were exacerbated, and everything worked to overpower stability. A people that is possessed of broad ideals and aspirations should not blindly worship the power of money. It must first and foremost put its faith in the power of ideas. China's traditional government has its roots with Shangyang, it was formed by the First Emperor of Qin, and found its apex in Han Wudi. To esteem Confucian learning is to esteem imperial power. It is precisely because of this background that for a century China has repeatedly failed to fully implement the lessons of Western political reforms.

The secret of America's success lies neither in Wall Street nor in Silicon Valley. Its real secret is it has long possessed rule of law and a system that underlies that rule of law. People boast that the American system was "designed by geniuses so it could be run by idiots." A bad system can make good people do bad things, and a good system can allow bad people to do good things. I fear that democracy is essential. Without democracy, long term growth is impossible. Democratic ideals cannot be restricted by national borders. And of course it is not subject to historical restrictions. For the sake of future generations, China's best and brightest must have the courage to seek out a system that is both practical and suited to China's situation. They do not have to be martyrs, but they must be pioneers. It can have faith in the power of truth. Truth leads to knowledge, and knowledge leads to power. China is not lacking in truth, China is lacking soil that can tolerate the existence of truth.
除了金钱的力量,我们还有什么力量随着中国经济实力持续而强劲的增长,中国对事关国家大政方略的财政投入能力空前提高,甚至让西方老牌发达国家瞠目。但是,钱多了只意味着国家硬实力的增长,不意味着软实力有了相应提升,因为很多难题并不是只靠堆钱就可以解决。今天的中国社会,令人担忧的一个现象是,从上到下都洋溢着有钱好办事、钱能摆平一切的热情。它带来的是急功近利、用钱买路的逻辑和行为方式,完全忽视必不可少的长期细致工作,以及自我形象的提升。用钱开路,只有油水情而绝无鱼水情,换来的往往是顺水推舟、要价一路水涨船高。以中国在非洲的投资为例,中国商人在国内直接用钱向官员买路的行为方式,在这里被发挥到了淋漓尽致的程度。但是,非洲的政府对社会的治理能力和控制能力远无法与国内相比,钱只是摆平了官员却摆不平当地老百姓,当地部族游击队隔三岔五扔个炸弹或发一封恐吓信的事情经常发生。而且,金钱开道的方式不但使这些官员的胃口越来越大,也让当地百姓对中国政府、中国企业的形象极为反感。

单靠金钱的力量,不但无法长期保有中国在境外的国家利益,甚至亦不能保有境内的平安稳定。迷信金钱力量的民族,是落后和愚昧的民族。无论是用于内政的安抚还是世界的拓展。拥有经济和文化及意识形态双重优势的民族,才是真正强盛的民族,才是值得拜服的、有感召力的民族。

决定民族命运的绝不仅仅是军事和经济力量,而主要取决于文明形式本身。民族的生存决定我们必须进行政治体制改革。人类社会,以十年为度,可见政治兴衰;以百年为度,可见社会兴衰;以千年为度,可以看到文明的兴衰。十年之内,一场由威权政治向民主政治的转型,不可避免地要发生。中国将会出现伟大的变局。政治体制改革是历史赋予我们的使命。我们不可能有退路。中国的改革走到今天,容易改的早已改尽,剩下的都是最困难的部分,每一步都要闯地雷阵。苏联的改革则是由难到易。他们已经走过了最难的一关。而中国最难的一关尚未过呢。苏联的教训任何时候都是中国的镜子。苏联的失败主要在于内因。它并没有被世界大战打垮,却在制度竞争中被打垮了。一个制度如果不能让公民自由地呼吸并最大程度地释放公民的创造力,不能把最能代表这个制度和最能代表人民的人放在领导岗位上,它就必然灭亡。当年苏联所有的问题都是体制上的问题。上层不能照旧生活下去,下层不能照旧统治下去。苏联也曾强调稳定,把稳定看成了目的,把维持现状看作实现稳定的手段,稳定压倒一切,金钱摆平一切,结果却激化了矛盾,一切反过来都可以压倒稳定。一个有着远大理想和抱负的民族,绝对不应迷信一时的金钱力量。它可以信赖的,首先是观念的力量。中国传统政治奠基于商鞅,粗成于秦始皇,大成于汉武帝。独尊儒术就是独尊皇权。正因为这种背景,使得百多年来中国多次借鉴西方的政治改革都半途而废。
