Examples of PRC Government Regulation of Online Public Sentiment

On January 18, 2023 the Central Cyberspace Affairs Commission posted an announcement on its website that was launching a "Special Action to 'Loudly and Clearly Improve the Internet Environment  for the 2023 Spring Festival" (中央网信办启动“清朗·2023年春节网络环境整治”专项行动). The goals of the "special action" included:

  • "curbing the spread of bad culture" (遏制不良文化传播);
  • "creating a positive, civilized and healthy online public opinion atmosphere for the Spring Festival" (营造积极向上、文明健康的春节网络舆论氛围).

The "special action" targets included:

  • Standardizing the management of information about entertainers that is presented online;
  • Dealing with "Internet celebrity" bloggers who have a history of sensationalizing bad conduct and deliberately focusing on the ugly side of things;
  • Investigating people who flaunt wealth online and clean up information that deliberately flaunts extravagant lifestyles and maliciously speculates about concealed wealth;
  • Preventing the rendering of gloomy emotions;
  • Controlling the spread of anxiety and exaggerating the dark side of society by publishing false information such as returning home notes and returning home experiences.

On March 12, 2023, the CAC posted on its website the "Notice on Launching a Special Action to 'Loudly  and Clearly Strictly Rectify the Chaos of 'Personal Media'" (关于开展“清朗·从严整治‘自媒体’乱象”专项行动的通知). The target of the "special action" included "harmful information" on "key platforms such as social networking, short video, and webcasting." Examples of "harmful information" included:

  • Selecting high-profile topics such as the private economy and publishing "controversial and misleading remarks to incite opposition and tear-up the social consensus."
  • Creating harmful information that damages the image of the Party and government.

CCTV "Dialogue" Presenter Yang Rui's 2012 Comments on Foreigners, Jews, and Journalists

In 2012 Yang Rui (杨锐) was a presenter for "Dialogue," a program on CCTV-9, the English-language channel of China's state-run China Central Television. The following is a chronicle of events relating to several Sina Weibo posts that Yang made in 2012, and which were subsequently deleted (whether by Yang or Sina Weibo remains a question).

May 8, 2012 - Chinese Government Expels Melissa Chan, Al Jazeera's Correspondent in Beijing, From China

May 14, 2012 – Beijing Public Security Bureau Announces 100 Day Crackdown on Illegals
May 14, Beijing police announced that they would cleanse the capital of foreigners who had entered illegally, were staying illegally, or were working illegally. The number to report this is 010-64038685. We understand that there are almost 200,000 foreigners in Beijing on any given day, and that some illegal aliens are mixed in amongst them, including the "three illegals" foreigners, most of whom have no source of livelihood, no fixed residence, no appropriate jobs, and some have even come to China for the specific purpose of violating the law. The Beijing police will adopt measures such as sweeps of specific districts, regular checks of specific businesses, and strict checks of visa applications. They will increase the scope of rectification of the "three illegals" and other foreigners who violate the law, and at the same time will gather information on "three illegals" foreigners from the public. The Public Security Bureau wants to sweep out the foreign trash: arrest foreign thugs, protect naive girls, Wudaokou and Sanlitun are disaster areas. Cut off the foreign snake heads, the jobless from the U.S. and Europe who come to China to corral money, engage in human trafficking, and spread deceitful lies to encourage emigration. May 18, 2012 – The Wall Street Journal Reports Yang Rui's Tweet, and Yang Responds

In "State TV Host Offers Advice on How to Throw Out ‘Foreign Trash’" the Wall Street Journal wrote:
In a rather perplexing move this week, Chinese Central Television host Yang Rui added a dose of poison to an already vitriolic debate about the behavior of foreigners in the Chinese capital by posting a message online in which he accused foreign spies in the city of pursuing Chinese women to cover up their activities, blamed Western residents for encouraging Chinese people to move abroad and appeared to take a certain vulgar delight in the recent expulsion of al-Jazeera correspondent Melissa Chan.
Yang Rui responded to the Wall Street Journal's report on his Sina Weibo  (http://weibo.com/1348026261/yjNszA5w6):
Sweep out the foreign trash, what is the idea behind the Wall Street Journal's report? It implies I'm xenophobic, hardly! There are many scumbag foreigners in China, but there are also many outstanding friendly and law-abiding foreigners. Twenty minutes later, Yang responded with two posts on his own Sina Weibo.
You're so worked up and self-conscious. You really look unsettled and are behaving badly, part of the trash that should be swept out, and I suggest the police do a little investigating into his background. You're advised to calm down and take a look at this blogger's other posts. I oppose xenophobia, and was referring to that minority of foreign thugs, foreign trash who can't find jobs in their own countries. Foreigners who come to China to run wild of low quality need to be deported. You go ahead and get your ticket for a seat, my job is done here.

Later in the evening of May 19, Yang followed up with another post.
One last point, foreigners who have no skills and are unemployed in their own country who come to China can only find one job that is stable and respectable, and that's peddling English. This isn't debatable. 1. They can earn money, the market is big. 2. They can encourage emigration, collecting fees as middlemen. 3. They make girlfriends, getting close with home tutoring, and using the girls' affection to illegally obtain intelligence. Many of these kinds of foreigners get tourist visas to come to China to do black work, eating and drinking and whoring, some of them engage in organized crime.

May 20, 2012 – Yang Rui Threatens to Sue Charlie Custer

On the morning of May 20, Yang Rui made two additional posts on his Sina Weibo about Charlie Custer, both of which were subsequently deleted.
This person's real name is Charlie Custer, and he actually has been interviewed by the China Daily and has used our channel in order to promote his own website ChinaGeeks that specializes in translating Chinese language blogs. He has been mentioned in the New York Times and the Wall Street Journal, and has relied on hawking Chinese topics to gain a modicum of notoriety. Now he's biting the hand that feeds him. The reason he's so worked up is directly related to his long-term criticism of China. He used to be an English teacher in Harbin, and has no other skills.
此人真名叫Charlie Custer, 竟然也接受过中国日报的采访,利用了我们栏目,为自己专门翻译中文博客的网站ChinaGeeks扬名立腕,被纽约时报和华尔街日报提到过,是靠吆喝中国话题出了点小名气。现在过河拆桥。他之所以如此亢奋和激进跟他长期批评中国有关。他先是在哈尔滨教英语,没有别的技能。

Custer seriously damaged my reputation, and I retain the right to sue him. This affair is entirely the result of his malicious speculation, and he is inciting racial hatred. I can see his eyes are filled with anti-Chinese hatred! I hope he will respect China's laws. I would also add that he was never an appropriate guest for my program, and compared to most Western guests, for example James Fallows, his quality sucks.

From the China Daily's "Host May Sue After Claims of Xenophobia." Some excerpts:
Yang Rui, who hosts Dialogue, an English-language show on CCTV News, said Charlie Custer, editor of China Geeks, had "damaged his reputation". He is consulting friends about filing a lawsuit, he said. . . . . 
"His remarks are nothing but libel against a sincere and conscientious host who has been devoted to international cultural exchanges for 13 years," Yang said in a telephone interview. . . . . 
"It's necessary that foreigners remember they need to abide by local customs and laws when they are in China," the TV host said, although he added that his post did not refer to any individual or group, and that the wording may have been misunderstood by some people. 
"I stick to my opinion, even if my wording is harsh," Yang said.
May 22, 2012 – Yang Says He Was Referring to a Group

From the Wall Street Journal's "State TV Host Responds to Controversy Over ‘Foreign Trash’":
On Monday [May 21], Mr. Yang sent The Wall Street Journal a statement addressing the controversy around his Sina Weibo post. It goes as follows: 
For a long time, many young Chinese took it for granted that Westerners are well-educated and polite since they come from industrial nations, where the rule of law prevails. Most of them are friendly. They travel, do business and make a living here honestly. But, some are not, as a number of recent videos involving the apparent attempted rape of a young Chinese girl on one of the main streets of our capital and the disrespect shown to a middle aged woman on a Chinese train. 
The sensational nature of the empowered new media means that some isolated events can ignite strong public reactions. After looking at these incidents I termed these expats "foreign trash," and I believe they should be brought to justice if they are found to have violated our laws. I want to separate them from the silent majority in the expat communities who obey and respect our culture and society. Singling out these Foreign Trash serves to protect the good reputation of decent Westerners. My posting of May 16 is a wake-up call. Western and Chinese, no one should be above the law.  
I hope this will put this issue to rest for those who are willing to listen.
May 24, 2012 – Shanghaiist Blog Publishes Yang's Tweets About Jews

The Shanghaiist blog published a post entitled "Is CCTV host Yang Rui an Anti-Semite?" The post consisted of five of Yang Rui's Sina Weibo posts from 2011 and 2012. Here are three of them:
The media and the republic go up and down together. The US has done this to the extreme, but Wall Street's greed was not exposed because the Jews who manage the finances also control the media. Why does the US media not dare to support the call for the establishment of a Palestinian state? They're afraid of getting fired by their Jewish bosses. When I interviewed the chairman of the US Jewish Association and expressed my doubts about this, he snarled at me ferociously and said that in America no one would dare to speak to him this way. Like a mafia don. Do not idealize American press freedom.

Americans are free but not equal -- two party politics opposes government interference with society, after the financial crisis blew up not one person has been brought to task.  Whoever wants to be the President has to curry favor with the Jews because they hold both the financial and media worlds in their grasp. Recently I had some sincere communication with a renowned American Jewish scholar that I respect regarding my views on Israel and Jews: during World War II China took many risks to protect Jews, and I have profound sympathy for what Jews experienced at that time, respect for the unity of Jews and their enormous success in the realms of politics and commerce, and appreciation for Sino-Israel relations. He praised the Dialogue program. I emphasized that I deeply apologized if there was any misunderstanding caused. Dialogue and communication is extremely important.

[My Attitude Toward Western Media -1]: News media values have common characteristics, for example seeking out novelty, public opinion supervision, and commercialism. However, I also understand the Chinese government's concerns about social stability and national security, and I do not approve of demonizing China. From the time that China Central Television's English International Channel came into being I have pursued a news ideal: using dialogue to frankly look into prejudices. Our Dialogue program has realized this. Weibo has opened another forum, mutually criticize, eliminate misunderstanding. 
[My Attitude Toward Western Media -2]: Since I do not approve of demonizing each other, since mid-May I have, at many times and in different venues, expressed my sincere apology for the harm my incautious words caused the former female Beijing correspondent for Al Jazeera English. As for the Chinese government's attitude towards here, that has nothing to do with me. My Weibo space is mine personally, and the author takes sole responsibility. A suddenly-risen China needs more self-confidence and frankness, when criticizing others don't fear being criticized, shouldn't be terrified of speech.

At around 5:00 pm that same day he posted the following in response to a user writing to him that "It really took a lot of guts to make a 'sincere apology' like this. Would big-name Western media journalists sincerely apologize for their inappropriate reports on China?" (这样“真诚的道歉”确是需要有勇气的。西媒大牌记者是否也为其对华报道的失当真诚道歉呢?)
It really was incautious to use "bitch," the foreign correspondents in China united to rally a counter-attack, which once again proves 1, the influence of our program, 2, public figures must be circumspect in their speech, 3, when facing Western criticism you can't demonize the other side, and must maintain some decorum when bandying words, can't be like CNN commentator Jack Cafferty's insults to China.

October 19, 2012 - Yang Sends Email to Former Dialogue Guests

According to the Wall Street Journal, Yang wrote:
Since I do not approve of mutual demonization, from mid-May until now, I have on numerous occasions and in multiple venues expressed my sincere apologies to the ex-Beijing correspondent for al-Jazeera who was wounded by my incautious words. The attitude of China’s government towards her has nothing to do with me. My Weibo account is personal and writers should take responsibility for what they write. A rising China needs to be more self-confident and candid, and should not be afraid of being criticized for criticizing others – it should not be afraid of public speech.

Examples of Censorship and Sanctions of Speech About Public Events in China

1. Severe Acute Respiratory Syndrome (SARS)

According to China's state sponsored media, China's government attempted to cover up the scope of SARS infections during the 2003 outbreak. For example:

On April 3, former Health Minister Zhang Wenkang announced at a press conference held by the State Council Information Office that Beijing had reported 12 SARS cases and 3 deaths by March 31, while repeating again and again that China had effectively controlled the spread of SARS in relevant areas. Minister Zhang, cheerful and smiling, deeply impressed audiences with his comments to a foreign photojournalist who was wearing a gauze mask at the conference: "You are safe here whether you wear the gauze mask or not."  . . . .

On April 10, the World Health Organization (WHO) publicly criticized Beijing's epidemic reporting system, pointing out that few hospitals in Beijing had daily SARS case reports. WHO sent experts to Beijing for investigation. On April 11, Beijing was designated as an infected area. However, the Ministry of Health didn't publish the news. Instead, it maintained the previous day's optimistic statement, saying, "The published epidemic information that day included all diagnosed cases in local and army hospitals." . . . .

On April 20, Vice Minister of Health Gao Qiang announced at a press conference that Beijing reported 339 diagnosed SARS cases and 402 suspected cases. On the same day, Xinhua News Agency said that the CPC Central Committee had dismissed former Health Minister Zhang Wenkang and former Beijing Mayor Meng Xuenong.

Besides the lack of experience and an emergency response system at the time of the SARS outbreak, a major reason that the disease took such a big toll on people's lives was the official coverup.

In March 2003, Tong, the respiratory physician, was asked to consult on SARS patients in Beijing along with other doctors. There were dozens, if not hundreds of cases, at the time in Beijing. But the public knew very little of what was really going on.

"I knew that things like this couldn't be kept a secret forever; the truth would come out eventually," said Tong.

There were already rumors around the country about the disease and some people were stocking up on masks, vinegar and cough medicines. But accurate, authoritative information was scarce.

The authorities didn't address the issue until early April, when Zhang Wenkang, health minister at the time, downplayed the situation at a press conference and said there were over 1,000 cases in China and only 13 cases in Beijing. He reassured the public that the disease was under control.

The officials didn't face the truth until Jiang Yanyong, a retired doctor from the PLA General Hospital (also known as 301 Hospital) in Beijing, blew the whistle and told Time magazine that there were many more cases than officials had disclosed. On April 20, health officials updated the number of cases in Beijing to 339 and over 1,800 in the country.

It was an attempt to maintain stability and harmony prior to the annual legislative meetings, analysts later sought to explain the coverups.

At that time China's state sponsored media hailed Jiang Yanyong's whistleblowing: "Referring to his speaking out, Professor Jiang said: 'I believe what I did as a doctor has played a certain role in combating the epidemic.'" People's Daily, May 21, 2003,  http://en.people.cn/200305/21/eng20030521_117004.shtml. But as shown by these screenshots below taken on March 8, 2015, Baidu was still censoring search results for "Jiang Yanyong" [蒋彦永], and had banned users from establishing a forum to discuss him.


During 2003, while it was praising Jiang Yanyong, China's government punished other people for posting online about SARS. For example:

  • An April 23, 2003 People's Daily report titled "Person Detained for Spreading Rumors of an 'unknown virus spreading in Beijing'" [网上散布'北京有不明疫情蔓延'谣言者被捕] stated: "On April 11, a message posted on the Internet with the signature "Steven Shen" stated that "an epidemic that has not yet been diagnosed" is spreading in Beijing, and has "taken the lives of 143 people." This information is purely a rumor. Beijing has never had an "unknown epidemic" spread. . . . According to the provisions of Article 291 of the Criminal Law, the public security organs have detained and reviewed the perpetrators suspected of fabricating and disseminating the harmful information. According to the World Health Organization (WHO), on April 10 "A growing number of investigative media reports suggest that cases in Beijing military hospitals are not being frankly reported."   • On May 3, 2003, police in Beijing detained Huang Qunwei for posting articles on the Internet between April 25-27 with titles such as ""Absolutely Reliable News, Shanghai Concealed a Large Number of SARS Cases" and "China has Officially Entered an Economic Crisis Due to SARS." The government would later sentence him to three years imprisonment for fabricating and intentionally publicizing false terrorist information. See, State v. Huang Qunwei, (2003) First Intermediate First Instance No. 14991 [黄群威刑事判决书,(2003)一中刑初字第1499号]. According to the WHO's "Chronology," on April 30, "China, accounting for 3460 probable cases of the global total of 5663, now has more cases than the rest of the world combined."

2.  The 2008 Wenchuan Earthquake

In 2008, China's government censored information and punished several people who shared information about the May 12, 2008 earthquake in Wenchuan, Sichuan. For example:

  • China's search engines censored search results relating to the earthquake.  For example, this  screenshot was taken on June 16, 2008, and shows a search on Yahoo.cn for "Wenchuan Earthquake Tangshan Earthquake" [汶川地震 唐山地震] returned no results, just a notice saying "The keywords you entered may implicate content that does not comply with relevant laws and regulations." [你输入的关键字可能涉及不符合相关法律法规的内容]. 
Similarly, this screenshot was taken on June 17, 2008, and shows a search on Baidu for "Earthquake Tofu Dregs Construction" [汶川地震 唐山地震] returned no results, just a notice saying "Search results may implicate content that does not comply with relevant laws, regulations, and policies, and have not been displayed." [搜索结果可能涉及不符合相关法律规定和政策的内容,未予显示].
  • According to a July 29, 2019 Xinhua report published on the China Daily website titled "12-year sentence for China dissident on state secrets charge": "Huang [Qi], who founded a website documenting official rights abuses, has been jailed twice before, including in 2008 after advocating for parents whose children were killed in a massive earthquake in the southwestern province of Sichuan. Thousands of students died when their shoddily built schools collapsed, but the government has never made public the results of any investigation or held anyone accountable."
  • According to an August 13, 2009 China Daily report titled "Activist on trial for subversion": "Tan Zuoren, who had been investigating the deaths of students in last year's Sichuan earthquake, stood trial yesterday for subversion. Tan, a 55-year-old local resident, was accused of telling lies to foreign media organizations after the quake and so 'greatly staining the image of the government and the Party,' according to the indictment offered by Tan's lawyer Pu Zhiqiang."   • On May 18, 2008, Guo Quan was subjected to 10 days administrative detention for using the "5.12" Wenchuan earthquake to assemble dozens of fictitious experts on the Internet on May 13, 2008 in a "China New Democracy Party Disaster Relief Committee" to spread rumors and disturb public order. On May 12, 2011, on the third anniversary of the Wenchuan earthquake, the Southern Metropolitan Daily, published by the Propaganda Department of the Guangdong Communist Party Committee, published an editorial entitled "Cherishing Their Memory as We are Borne on the River of Time. "  [躺在时间的河流上怀念他们]

In our hearts, we lowered our flags to half mast for them. On the day of mourning we called them home and wished them peace. We gathered together all the human evidence of them we could. We read their names together. We promised that we would bear them constantly in mind, never forgetting, over and over again. We did so much, and yet we did too little. Those of you who were lost and did not return, where are you? Can the light we kindle shine across your path? We cannot do more. We can but present steel zodiacs, and offer up porcelain sunflower seeds, symbolic memorials to your lives once so tangible. What else would you wish us to do? 

 The editorial contained several oblique references to Ai Weiwei:

  • "Read their names together": a reference to Ai Weiwei's project to post the names of the school children who died in the earthquake on Twitter on their birthdays.
  • "Steel zodiacs": a reference to the installation of twelve zodiac animal heads by Ai Weiwei called "Circle of Animals Zodiac Heads." It is an outdoor public sculpture exhibition that opened in May 2011 at the Pulitzer Fountain at the Grand Army Plaza in New York City.
  • "Porcelain sunflower seeds": a reference to the installation of millions of hand painted porcelain sunflower seeds by Ai Weiwei that opened at the Tate Modern in 2010.

On the Southern Metropolitan Daily's online edition, the title of the article with the link to the
article was replaced with the characters for "Advertisement" [广告].

The screenshots below show that the online article itself was replaced with a notice saying "Very sorry, this article has already been deleted! "  [很抱歉,该文章已经被删除!]

3. Babies Poisoned by Melamine in Milk Formula

In 2008, 290,000 infants had to be treated for renal complications and 6 others died as a direct result of the  deliberate contamination of infant formula and related dairy products with melamine to make it appear to contain more protein.  21 people were sentenced for their involvement, and two received death sentences. At least four government officials were fired in connection with the scandal. In 2010, Zhao Lianhai was sentenced to 2 1/2 years imprisonment for "disturbing social order" after he started the "Home for Kidney Stone Babies" (结石宝宝之家, jieshibaobao.com) website and attempted to lead parents in getting restitution and treatment for their children who had been poisoned by Sanlu's melamine-tainted milk powder. 4. The 2011 Wenzhou Train Collision

On July 23, 2011 when two high-speed trains collided on a viaduct in the suburbs of Wenzhou, Zhejiang. The two trains derailed each other, and four cars fell off the viaduct leaving 40 passengers dead and 172 injured. According to a Global Times report published a year later:

Although boasting one of the fastest high-speed trains in the world, the way the Ministry of Railways (MOR) disposed of the wreckage and delayed the results of an investigation into the crash sparked public fury and widespread doubt as to the wisdom of the massive investment in high-speed railways. . . . The investigation report, which was released five months after the deadly crash, blamed the cause on flaws in the trains' operation control system and on an inadequate emergency response by railway authorities. A total of 54 people were identified as being accountable for the crash and received disciplinary punishment. Liu Zhijun and Zhang Shuguang, the former railway minister and deputy chief engineer of the ministry respectively, were mainly said as being to blame and were placed under investigation last year for alleged "severe violation of discipline." But the charges against them are not directly related to the train crash.

According to a October 18, 2014 Global Times report titled "Railway official sentenced to 'death with reprieve'" https://www.globaltimes.cn/content/886953.shtml:

The Beijing No.2 Intermediate People's Court also deprived Zhang Shuguang, former head of the now defunct Railway Ministry's transportation bureau and deputy chief engineer, of political rights for life and confiscated all his property. According to the court, Zhang took bribes worth more than 47 million yuan from 14 companies between 2000 and 2011, when he was serving in a variety of positions in the ministry. In particular, some 18.5 million yuan was offered by Wuhan Zheng Yuan Railway Electric Co Ltd under the guise of real estate purchases and membership applications to the Chinese Academy of Sciences. In exchange, Zhang would help with contracts related to the sale of trains or parts and the bidding of projects, according to the court.

On July 31 and August 1, 2011, several news outlets published reports claiming Zhang Shuguang [张曙光] was involved in corruption. The screenshots below show that they were deleted within 24 hours.


On July 26, 2011 author and blogger Han Han (韩寒) posted an essay titled "A Country Off the Rails" [脱节的国度] on his Sina Blog . Some excerpts:

You keep asking why they run around like a bunch of lunatics, but they feel that they are paragons of restraint and patience.
You keep asking why they say white is black and black is white, but they feel that they are just telling it like it is.
You keep asking why they shield the murderers, but they feel ashamed they have to give the shaft to their friends-with-benefits.
You keep asking why they cover up the truth, but they feel that they are already very transparent and open.
You keep asking why their lives are so corrupt, but they feel that they lead spartan and simple lives.
You keep asking why they are so arrogant, but they feel that they are profiles in humility.

You feel aggrieved, and they also feel aggrieved. They think that under the rule of the Qing government, ordinary people couldn't even look at TV sets. Now TV sets have entered thousands of households. What great progress this is!
 
They feel that they built this, and they built that, and you don’t care what happens in the process and you don’t care who it is for, as long as you get to use it. You used to take a day and a night to take the train from Shanghai to Beijing. Now, as long as you don’t get struck by lightning, you'll be there in five hours. Why are you not grateful? Why are you so full of doubts?

The reason why the country does not progress is because many among them have been measuring themselves by the Mao Zedong and Stalin era, so they always feel that they are too wronged, too open, too fair, too kind, too low profile. It's not easy. They regard the pace of technology enveloping the times as an illusion of their own initiative and openness, so the more you criticize him, the more he desires totalitarianism, and the more you engage in him, the more he misses Mao.
 
A friend in State machine told me: you people are never satisfied. If a literati like you had been around forty years ago, you would have been shot. Now you tell me whether this era is progressive or regressive.

I said, you people are never satisfied. If you offered this point of view ninety years ago, you would have been laughed to death. So you tell me, when all is said and done are we living in an age of progress or what.

Another target for censorship were posts on Sina Weibo asking users to vote on certain topics related to the train crash in the days after disaster. The screenshots below show three such posts that were deleted the same day they were posted:

5. Babies Poisoned by Mercury in Milk Formula

On June 15, 2012, the state sponsored Global Times reported: "Dairy producer Mongolia Yili Industrial Group Co said yesterday that it has started recalling most of its Quanyou series formula milk powder produced from November 2011 to May 2012 since Wednesday, due to excessive mercury content which is harmful to the nervous system." The same day China's social media networks began censoring search results for "Yili mercury" [伊利 汞].  See, http://blog.feichangdao.com/2013/08/searching-for-information-about-milk.html.

6. The 2012 Beijing Floods

On July 23, 2012, the Global Times reported: "The heaviest rainstorms in 61 years hit the capital over the weekend, resulting in 37 deaths recorded as of 5 pm Sunday, authorities have announced.  A total of 25 people drowned, six were killed by collapsing houses, five by electrocution, and one by lightning strike, the Beijing municipal government said on its Sina Weibo account. Over 1.9 million residents have been affected, officials say." See, "Outdated drainage blamed for flood havoc," Global Times, July 23, 2012, https://www.globaltimes.cn/content/722780.shtml.

Within 48 hours, Sina Weibo began censoring all searches containing the term "death toll." [死亡人数] Articles in China's state sponsored media that contradicted official death toll claims were deleted. 7. Beijing Mass Suicide Attempt in 2013

In August 2013 China's state sponsored media reported that ten people tried to commit suicide by drinking pesticide on a busy street near Beijing West Railway Station. Those media reports were deleted and China's social media websites censored results for searches related to the incident. 8. The 2013 Lushan Earthquake

In April, 20, 2013,  more than 100 people were killed and thousands were injured after a 7.0-magnitude earthquake hit Lushan county in Sichuan.

  • On April 22,  China's social media websites began censoring search results for "Fan Jiyue" (范继跃) and "Lushan County Party Secretary" (芦山县委书记) after reports emerged Fan Jiyue, party leader of Lushan county, had taken off an expensive luxury wristwatch prior to participating in a photo-op with  Premier Li Keqiang during quake-relief work on April 21.   • On April 23, the state-sponsored Southern Metropolis Daily published an article on its web site entitled "Disaster Victims Blocked by Broken Transportation Lines Assemble to Call Out 'I'm Cold, I'm Hungry'." (交通受阻受灾民众聚集拉幅称“我冷我饿”). According to the article the featured photo showed: "Disaster victims in Lingguan village, Baoxing county, Sichuan, holding up banners saying 'I'm cold I'm hungry' have drawn the attention and support of many." (四川省宝兴县灵关镇,受灾民众举着“我冷饿”的横幅,呼吸各方支持和关注。) The following day China's social media websites began censoring search results for "I'm cold, I'm hungry." 9. Chai Jing's 2015 Anti-Pollution Video "Under the Dome"

China's state sponsored media acknowledged that China had severe pollution problems in 2015:

Air pollution has been a major concern for China throughout 2015, a year that marked a new phase in the country's air pollution control efforts, analysts said, after many cities were engulfed by hazardous smog and multiple measures were initiated against air pollution for the first time. After 2015 began with a controversial documentary about the hazards of smog, Under the Dome, the country has seen a rising public awareness of air pollution, as well as more measures from the government to curb the deterioration of air quality. Though Beijing's first-ever pollution red alert came at the end of the year, the country's battle against air pollution has just begun.

According to the state sponsored China Daily:

Chai Jing's one-year project, Under the Dome, marks a comeback for the former presenter and journalist with China Central Television following the birth of her child. It adds a sentimental touch to a matter of public interest with Chai not only an independent observer but also a concerned mother. . . . "I saw smog through my daughter's eyes," Chai said while presenting her film. She recounted how the little girl was confined indoors, patting the window to vent her frustration at being unable to play outside.

When "Under the Dome" was released in early 2015, China's news media, video, and social media websites censored the video and information about the video. See:

10. Protests and Other Public Events

In China people are expected to know that information about public events, even reports of those events by news agencies, may be deemed by police, prosecutors, and judges to be state secrets. See, State v. Zheng Enchong, (2003) Hu No. 2 Intermediate Criminal No. 136 [郑恩宠刑事判决书, (2003)沪二中刑初字第136号]: "Zheng Enchong learned secrets from a police officer surnamed Xu that the Shanghai public security agency was dealing with emergencies arising from a sudden mass incident at the Shanghai Yimin Food Products Factory, he took notes, organized them, and on the morning of the 23rd, faxed a hand-written draft that included the aforementioned secrets from his residence at Puyuan Road to the organization Human Rights in China in New York."

Police in China are empowered by law to punish people without trial for sharing information and opinions about public events. The punishments can range from official reprimands to ordering people to delete information and software, to jailing them for up to 15 days. Some examples:

Even seemingly minor factual errors about traffic accidents can result in government sanctions. For example, in 2016 China's Internet regulator ordered a public WeChat account shut down because it posted an article with a headline that failed to make it clear that it was sheep, and not people, who died in a traffic accident. That same year a man was jailed for posting that seven people died in a car accident, when in fact only three people had died. Baidu and Sina Begin Censoring Search Results for "Rui Chenggang" - Former CCTV Anchor

On April 12, 2016, the state sponsored Global Times published an article entitled “Former CCTV Star Anchor Rui Chenggang’s Graft Case to be Heard.” Some excerpts:
Rui, a popular host of financial and news programs on CCTV, was taken away by prosecutors on July 11, 2014 together with Li Yong, deputy director of the business channel and another unnamed producer, following the detention of Guo Zhenxi, director of CCTV's business channel, for allegedly receiving bribes in June 2014.

At least 10 CCTV employees were reportedly involved in corruption that year.

Investigations into CCTV corruption cases allegedly often involved movie stars whom police sought to assist in the investigation, said the newspaper, which has removed the article from its website as of press time.
These screenshots show that two days after the publication of the Global Times’ article, both Sina and Baidu began censoring search results for “Rui Chenggang” (芮成钢).

A Chronology of Actor Sun Haiying's Ban From China's Social Media

December 14, 2014,  Red Flag Manuscript published an article by Li Yanyan (李艳艳 - whom it
identified as "with the Humanities division of Beijing Union University" - 北京联合大学) entitled "Some Tendencies That Must Be Addressed In Order to Safeguard Weibo's Ideological Security" ( 维护微博意识形态安全必须纠正的几种倾向). Some excerpts:
1. Guard Against Deception by Western Ideology Bundled Within "Universal Values" on Weibo
. . . .
Analysis of data on public sentiment research shows that some Big V's on Weibo lack an appreciation of the importance of the threat represented by the infiltration of the ideology of Western developed countries. Some even rely on foreign forces, blindly echoing them, and publicly insult leaders of the Chinese Communist Party and the Socialist system on their Weibo, repeatedly throwing up provocative topics to attack the government and incite social antagonism.

A certain famous economist who had over 2,000,000 followers not only greatly admires Western "liberalism," but even publicly declared that Communism was "a dead end."

Another famous actor with over 2,600,000 followers expressed doubts about whether "without the Communist Party there would be no new China," which is basic common sense, and publicly declared "without anyone there would still be a China."

There are many struggles over Weibo ideology debates that implicate certain basic and fundamental questions of right and wrong. On March 28, 2014, the Weibo post of a certain famous economist was viewed over 4,000,000 times, and the statement in the Weibo that "A century ago Communism swept the globe, and how many young people had their blood spilled for it. But a century of practice has shown that this road is a dead end" received 15,000 reposts with various appraisals.

On September 4, 2014, a famous property magnate with over 20,000,000 followers made a Weibo post where he directly attacked Marxism for "brainwashing" the masses.

Ideological and political work represents the future and destiny of the Party and the State. However, today there continues to be a flood of speech on Weibo attacking and denigrating the Party's leaders and the Socialist system. Some websites have failed to implement effective oversight. For example, Sina Weibo's reporting system includes seven items: "Spam, Obscenity, False Information, Sensitive Information, Plagiarism, Harassment, Fraudulent Contests," but it does not have an item relating to politics.

Agencies responsible for propaganda and ideology especially need to strengthen their contacts with Weibo Big Vs, and do a good job of educating and guiding them, and as far as possible rally them around the Party and the government.

The privatization of Weibo operating platforms may represent a significant threat to the ideology security of the State. According to statistics from April 2014, the shareholding structure of Sina Weibo, with 129,000,000 active registered users, was 59,8 held by Sina's special shares held by private companies and foreign investors, and 32% held by Alibaba, which has foreign shareholders. It has already listed on the US NASDAQ. The developments in the Weibo platform are a warning to us, that we must vigorously develop state-owned Weibo operating enterprises, and thereby enable the Party's ideology propaganda work to derive power from the developement of our Weibo platform.

December 16, 2014, the Global Times published an editorial entitled “Public Opinion Divisions Reflected in Party Media.” Some excerpts:
In one of its recent articles, Hongqi Wen'gao, or Red Flag Manuscript, a political periodical, singled out for criticism some big Vs, which refers to verified Weibo users who have more than 500,000 followers. It poured scorn on "a renowned economist," "a famous actor," and "a real estate tycoon who has over 20 million followers," accusing them of slandering the Party's leadership. The article stirred up public opinion, and it was inferred by some Net users that the anonymous targets of criticism by the journal are respectively Mao Yushi, Sun Haiying and Ren Zhiqiang.

As Hongqi Wen'gao is affiliated to the Communist Party-run magazine Qiushi, it is therefore defined as State media. Some have spoken out, saying that the journal's censure of the three "anti-Party" figures indicates a re-occurrence of the Cultural Revolution (1966-76).

Hongqi Wen'gao has more freedom of the press than traditional Party-run periodicals. Its rebukes toward anti-Party figures carry a different meaning from those made by Party-run newspapers or magazines. The Hongqi Wen'gao article illuminates views held by some Party members; however, it shouldn't be equated to an official statement from the Party.

The three targets of criticism by Hongqi Wen'gao indeed advocated opinions that are contradictory to the Party and the country's political roadmap, which earned them fame and benefits. They gained popularity among certain groups, including Western forces.

But at the same time, they faced some uncertainties. For instance, they risk being criticized by media outlets such as Hongqi Wen'gao. In such circumstances, they have nothing to complain about. They have influence in the sphere of public opinion, so they could refute Hongqi Wen'gao and its supporters, defend themselves or feel proud of being crowned "anti-Party."
December 26, 2014, the Global Times published an editorial by "Wang Xiaoshi" (王小石 - the Global Times did not provide any background on the author) entitled "America Hopes to Topple China, and Sun Haiying is Their Third Kind of Weapon" (美国欲扳倒中国 孙海英属第三种武器). Some excerpts:
There are currently three main kinds of weapons deployed in America's ideological war for hearts and minds to "topple China." the first kind is the universal values (which are fundamentally American values) which prior to 2013 were trumpeted throughout the two public opinion venues of the traditional media and the Internet. But the corrupt monarchy of Saudi Arabia was an ally of America, and the double standards exemplified by proclaiming "human rights is more important than sovereignty" to support color revolutions, while violently suppressing the Occupy Wall Street movement show that universal values is a joke, and the Chinese people saw through it.

The second kind of weapon was the constitutional concepts stirred up during the 2013 Southern Weekend's New Year Message incident, which hoped to use reverence for the Constitution to promote American-style separation of powers, judicial independence, civilian control over the military, and multi-Party democracy. In fact this went against China's current Constitution, as certain people have previously clearly described.

The third kind of weapon is a bit harder to spot, it is using the guise of Christianity to spread American political concepts and values.

Most of the overseas anti-China forces are already Christianized, and attempt to dilute their political characteristics, for example Chai Ling and Yu Jie, or the most model example - Yuan Zhiming,  a drafter of "River Eulagy," the generation of late-80's students in exile abroad.

There are various famous Big Vs, whether on Weibo or in the real world, who have hundreds of thousands of followers and who have close interactions with Yuan Zhiming, and Sun Haiying is one of these. It would appear that Sun Haiying's faith in Christianity formally stared in July 2011, when Sun Haiying, who according to Baidu's Encyclopedia is a Communist Party member, began continuously publishing a large number of posts on Weibo about "What I Learned After I Belived." Even though the Communist Party rules state that, as a Party member, Sun Haiying must be an atheist and is not permitted to to hold religious beliefs, this did not prevent Sun from repeatedly and continuously eulogizing on the holy and gracious "lord: on Weibo.

What is even more shocking is that, as Sun Haiying's faith deepend, the more his Weibo posts included content that blackened and  vilified the Chinese Communist Party, Mao Zedong, and even wrote off China's history and culture. For example: 1. "No matter what kind of major events China's rulers faced, they just had to deploy one kind of extreme means to direct the thought and work of the people -  - the net of class struggle." (2014.12.18)

These various types are a warning that this new age national security environment faces a grem challenge. NGOs with foreign backgrounds operating in the guise of Christianity have already launched an ideological war for hearts and minds in the name of religious freedom. They are brazenly struggling against state authority for the people's hearts in the grassroots of society and the public opinion venues.

微博上个别拥有几百万关注者的名人大V无论在微博上还是现实中都与远志明互动密切,演员孙海英便是其中之一。自2011年7月开始,百度百科资料显示中共党员身份的孙海英突兀地连续发表多条“信主以后才知道”微博,似是正式公开了其信仰基督教的事实。尽管中共党章规定孙海英作为党员必须是无神论者不准许信教,但这并未能阻止孙在微博持续不断地歌颂“主”的神圣与恩德。

更让人震惊的是,伴随着孙海英信教的深入,他的微博上越来越多抹黑、诋毁中国共产党、毛泽东甚至抹杀中国历史文明的内容。例如:1.“我国的执政者无论遇到何等大的事,只要用一种极端的方法来指导人的思想和工作就行了——以阶级斗争为纲。”(2014.12.18)

如此种种,警示我们新时期国家安全环境面临着极为严峻的挑战。披着基督教外衣的境外背景NGO已经在宗教信仰自由的名号下发起了意识形态心战,在社会基层以及舆论场上跟国家政权明目张胆地争夺民心。
September 17, 2015, the Global Times published an editorial by its editor-in-chief Hu Xijin (胡锡进 - writing under the name Shan Renping (单仁平)) entitled "Those Who Curse the Mainstream Shouldn't Hope to Act the Mainstream, What's the Point" (骂主旋律者非要演主旋律,何必). Some excerpts:
Based on information published online on the 11th, CCTV has dropped the war film "8848" starring Sun Haiying, leading to some heated discussions. Sun Haiying took to his own Weibo to express his strong dissatisfaction, while many Internet users expressed their support for CCTV's actions.

According to reports, "8848" is an inspirational movie that realistically portrays the military, and tells the story of the growth of special forces stationed in Tibet.

For several years Sun has been fond of political commentary, and has become an active personality online. He has concentrated on using his personal Weibo to launch missives at and deride China's current political system and its various related symbols, and essentially stands in opposition to the mainstream values of Chinese society. This is diametrically opposed to the values advanced by the heroic roles that plays.

CCTV did not publicly discuss the reasons it cancelled the broadcast of "8848," but various online analysis concluded that it is related to the heated rhetoric of Sun Haiying's Weibo. If this is the case, then I'm afraide that what CCTV did was no accident.

This is not an issue of freedom or no freedom. Sun has been speaking freely, and as a Christian he often "preaches" on his Weibo, with no restrictions.

December 2015, the Cyber Administration of China organized meetings at the offices of China’s major website operators to “study the spirit of the Communiqué of the Fifth Plenary Session of the 18th CPC Central Committee.” For example, according to a report on the CAC website, on December 11, 2015, a meeting was held in Baidu’s offices, with over 100 Baidu employees in attendance. At the meeting it was “stressed that as a focal point of the State’s cyberspace  work, Baidu should be attentive to the work of the National Cyberspace System” (强调百度作为国家网信工作的重点单位,应着眼全国网信系统工作大局).

February 25, 2016, the Cyberspace Administration of China published an announcement entitled "The Results of the 2015 National Cyberspace System Law Enforcement's Raising the Flag and Unsheathing the Sword are Clear" (2015年全国网信执法举旗亮剑成效明显). Some excerpts:
According to statistics, during the entire year [of 2015] the national cyberspace system scheduled meetings with 820 illegal website operators over 1,000 times, and in accordance with the law cancelled the ICP licenses and registrations and shut down serious violators involving 4,977 websites, and shut down 2,260,000 various sorts of illegal accounts.

With respect to outstanding issues that arose involving illegal online information content, the CAC arranged talks with Sina, Netease, Baidu, Sohu, Miaopai, etc., and this produced a significant social impact. As regards outstanding issues with harmful operating behavior by Internet enterprises, such as Baidu offering its "Hemophilia Forum" for sale, and other commercial operations where management was in chaos, meetings were held with officials at Baidu, and they were urged to undertake comprehensive correction and reform.

Relevant websites shut down the accounts of several online Big V's such as @Luoyameng, @ActorSunHaiying, @WangYajunShanghai, @RongJián2001, @WenShanwa, @Jiyun, and @DaPengViewsTheWorld, on the grounds that they disregarded their social responsibilities, abused their personal influence, and on many occasions did engage in the behavior of posting illegal information online that opposed the basic principles affirmed in the Constitution, harmed the honor and interests of the nation, and spread rumors causing social disorder.

On February 27, 2016, the state sponsored Global Times published a report entitled “CAC Closes 580 ‘Misleading’ Social Media Accounts.” Some excerpts:
China's cyberspace administration authority shut down 580 social media accounts which "misled the public" or "violated regulations," including the accounts of several Internet celebrities, the Cyberspace Administration of China (CAC) said on Friday.

Among the big Vs, a term which refers to verified Weibo users who have more than 500,000 followers, who have been shut down are famous actor Sun Haiying, an editor of a Henan-based news website hnr.cn and a Beijing art center manager.

Sun has been the center of public criticism several times for making "disrespectful" comments about former leader Mao Zedong and for condemning homosexuality.

Baidu and Sina Weibo Censor "CCTV Party Kinship"

On February 19, 2016, the state sponsored Global Times published an article entitled “China's Xi Underscores CPC's Leadership in News Reporting.” Some excerpts:
Chinese President Xi Jinping on Friday ordered news media run by the Communist Party of China (CPC) and the Chinese government to strictly follow the Party's leadership.

Speaking in a symposium Friday afternoon after touring China's three leading news providers, the People's Daily, Xinhua News Agency and China Central Television, Xi, also General Secretary of the CPC Central Committee, called Party- and government-run news outlets the "publicity fronts" of the party and the government.

All news media run by the Party must work to speak for the Party's will and its propositions and protect the Party's authority and unity, Xi said.
That same day, Wu Qing (吴庆), whose Baidu Baike entry says is a commentator for CCTV-2, posted the following images on his verified Sina Weibo account.
The images show Xi Jinping standing in front a message board that says: “CCTV Party Kinship, Our Absolute Loyalty, Please Inspect Us” (央视姓党,绝对忠诚,请您检阅).

On February 22, the Global Times published an editorial entitled “Party Principle Guides Media Innovation.”
The Party regulates the media. The Party-ruled and State-owned media must follow the Party line.

[S]ticking to Party principles sets a high bar. It requires absolute loyalty, responsibility and professional qualifications.
. . . .
[W]e should not view the Party's principles as censorship of media reports but as guidance and encouragement of creativity.

Baidu Starts Censoring Information About CCTV Host Bi Fujian

On April 9, 2015, the state sponsored Global Times published an article entitled “CCTV Host to be Punished for Mao Insults Seen in Video.” Some excerpts:
China Central Television (CCTV) on Wednesday announced that it would punish one of its hosts after a video footage of his political comments at a dining table went viral.  
Bi [Fujian] was seen in the video singing parts of Taking Tiger Mountain by Strategy, an iconic play created during the Cultural Revolution (1966-76), featuring a Communist soldier, who disguised as a bandit to infiltrate local bandits in Tiger Mountain in Northeast China.  
He also used insults to describe late chairman Mao Zedong, saying that Mao led people to misery. 
In an article entitled “Famous TV Host Suspended for ‘Improper Remarks',” the state sponsored China Daily quoted Cheng Manli (程曼丽), a professor specializing in communication at Peking University, as saying:
"It does not mean we cannot share our opinions, but using ugly words and sarcasm to comment on Chinese leaders who have passed away is improper.” 
"The actions and words of celebrities are easily exaggerated in today's Internet era, which is transparent and can have a huge influence, so it is a must for the public figures to boost the quality of their speech and behavior. Otherwise, their images will be affected, such as the stars who were recently punished for drug use.” 
"Everyone should take responsibility for what he or she says in public and online. It's better, I think, to share different ideas in a normal way."
